Yu Fuzeng was Director-General of Department of International Cooperation, State Education Commission and President of China Association for International Education (CAFSA). He was also Ambassador of Permanent Delegation of the People's Republic of China to UNESCO, Full-time Member of State Education Commission & Secretary-General of Chinese National Commission for UNESCO. Working on international communication and cooperation for years, Yu has written Comparisons on Development and Reform of Internal Higher Education, History on International Educational Exchange and Cooperation (1949-1999) and translated Adult Learning and the Challenges of the 21st Century and Education and Development of Rural Areas.
